The Memorandum of  Understanding (MOU) for establishing sister city partnership between Xi’an, Shaanxi Province of China and Penang state, Malaysia was officially signed on the October 20, 2014 upon mutually agreeing to foster friendship, cultural understanding, economic and commercial ties between both cities.

Facilitated by Social Entrepreneurs with Integrity Association (Singapore), Shaanxi Province and Penang, Malaysia will formally conceive a series of international educational exchange and commercial trading agreements between the two cities.

It is believed that the plans to foster business relations (chinese medicine and healthcare industry) between the two cities are currently discussed and ongoing.
